tried to light the torch rotated the table loads of times fired a million arrows nothing happens any suggestions would most welcome

When you walk into the sanctuary and see the flame go out, exit and get back on Arokh. Fly him up over the open, round window (there's 3, I think), hovering using free-look aim and fire some fireballs at the copper bowl. Land, go back in and pull the lever twice. Push the green button on the base of the archer statue. Get the sword.
